Resolution: Fixed
- added a corresponding ScienceDataCatalog, ScienceDataValidationLayer, and
ScienceDataRepositoryManager in r1131650. Also added sample schema, and
configuration updates to filemgr.properties.
Would be great to have some unit test coverage, but I don't have time to add it
now. Would love for someone to add it later and improve.
