Fix For: 0.4
Allow PgeMetadata to be able to be merged with another PgeMetadata AND remove
envReplace on conversion of static-workflow metadata inside of PgeMetadata. The
default of envReplace on workflow static properties defeated the purpose of
having envReplace in task.xml files and merging of PgeMetadatas will allow for
better namespacing.
