This issue is to port the ColumnedBasedCatalog back-end that works with the JPL
filemanager to a place at Apache.
It uses a column-based table structure in the database back-end, which is more
efficient for most databases as it is a true relational structure. This will
also add in the "ComplexQuery" feature that exists in the JPL branch.
