We need to make WorkflowLifecycleManager understand WorkflowStates. This will
involve converting (in a back compat way) WorkflowStatuses which are currently
strings to support the WorkflowStatus class introduced by Wengine. Also, this
will remove the need to subclass WorkflowStatuses, and provide the ability to
load them via XML lifecycle files.
