OODT-70 introduced the PackagedWorkflowRepository that understood wengine style
XML policy. The Graph and ParentChildWorkflow classes were hidden away as
internal classes, but they will be needed in other areas for Wengine
functionality so this will refactor them out into their own public classes in
the structs package.
