The following URLs fail to load the default index.php view...
http://localhost/portal/user (module)
http://localhost/portal/user/?test=1
http://localhost/portal/user/index?test=1
http://localhost/portal/?test=1
I tracked down the problem to the default view not being processed if there is
no trailing slash in the the URL or when the URL only contains a query string.
Please see attached patch.
