The PackagedWorkflowRepository needs documentation, a wiki page, and
architectural diagram will do nicely. This is critical because the repo is a
major part of Workflow Engine, including the Graph structure and blurs the line
between PackagedWorkflowRepository and the whole WorkflowProcessor
infrastructure to support PrioritizedQueueBasedWorkflowEngine.
