Ross - just tested your patch and it leads to all FileManager tests passing. 
Nice!

My own opinion is that elementMap, subToSuperMap, and productTypeElementMap 
don't necessarily need to be static. If you look at other ValidationLayer 
classes, like DataSourceValidationLayer [1], you'll notice the data structures 
are not static. 

That being said, there might be some other reason for this that I'm missing. 
[~chrismattmann] [~bfoster] - as authors of the XMLValidationLayer, what do you 
think?
