The following line exists within
pushpull/src/main/resources/push_pull_framework.properties

org.apache.oodt.cas.pushpull.config.external.properties.files=[CAS_PP_RESOURCES]/default.properties

This contradicts the GOTO documentation for pushpull (0).
It also contradicts other properties within the file.
We should make this consistent.
