The File Concatenator PGE references PGR_ROOT in some xml files.
Even if the PGE_ROOT env variable is set the execution does not pick the env
variable and the execution fails.
The opsui workflow monitor usually highlights this in the ConfigFilePath.
PGETask_ConfigFilePath= null/file_concatenator/pge-configs/PGEConfig.xml
In order to resolve this we had to manually provide absolute path of PGE_ROOT
in the PGEConfig.xml and tasks.xml and restart oodt.
