Summary: Separate RESTful Servers and Clients

Currently in OPS-UI and CAS-Curator, the REST server and the clients are
tied-together. This makes customization by user of the code much more difficult.
It is recommended that the severs generate a pure-RESTful interface, and the
clients be re-written in standard CSS, HTML, and JS.
