Hi [~webb],
To fit in with the OODT CMS site, we've moved the DOAP to
http://svn.apache.org/repos/asf/oodt/cms_site/trunk/content/doap_oodt.rdf, the
canonical reference to this file has been duly updated in infra files.xml
