There is no standard ASF distribution location. The page you linked contains
the word "location", but not standard location not does it contain any guidance
on that. We've had the keys file that ships with the releases which are either
in the dist location, and/or on the archive location of releases. The KEYS file
is sometimes annotated with the release version. That's still a standard name
and downright obvious to use. There are no guidelines that states this PMC
cannot do that.
I am going to close this issue shortly. Please do not reopen issues that
members of the PMC have marked as "Not a problem" for reasons as stated.
