Along with the [distributed configuration management implementation for
OODT|https://issues.apache.org/jira/browse/OODT-945], users needs to be
provided with a convenient mechanism to store configuration in zookeeper prior
to setting up the cluster.
A simple CLI with a spring configuration file to specify configuration to be
uploaded is suggested.
