Hey Chris, I'm not sure if this was ever fixed or not. It's been a while but I 
may have been told long ago that fixing this would creat a circular dependency 
and was not desired. I only got OODT working in my working area because I 
manually copied the jar files to where they needed to be in order to run those 
applications.

My biggest problem was that the radix install was so unreliable because it was 
not kept up to date with the main code tree, so I abandoned radix and started 
running workflow and filemgr with the pge functionality independent of radix. 
And that's when I ran into all of the runtime errors due to the required jar 
files not being in the individual distributions of those two applications. I 
will try to track down the email trail that talks about this. The bottom line 
is I can't say for sure that this JIRA issue is resolved. What someone really 
needs to do is do a clean checkout of workflow manager and file manager in a 
new working directory, build them see if you can send an event to the workflow 
manager and have it start up some PGE scripts to create some files, and ingest 
the files. That's what I did back then and discovered the problem. However, at 
this point, my setup is so far behind the current code base that it would be 
kinda hard for me to test this. If someone else is up to date with the current 
code base and can quickly put together a workflow and page task to do what I 
described, that would probably be the most efficient way to test if this issue 
has been fixed.
