   This is a minor issue. It's okay not to do it, after all, it's closer to the 
HTTP standard.
   
   But let's get back to the main topic of the issue. I still think that the 
testing of `if-none-match` on `stat` and `read` should be initiated from the 
client side and checked for the 304 status code. Just like the test of 
override-content-disposition. Because it's for cache control, not for 
conditionally performing an operation based on the resource's current version 
on the server.
   
   We should explore the practical use cases of headers and include them in 
behavior testing.
