This problem is with the single quotes in the Messages.properties file
So, for example, here is the original message
cmd.deploy.destExists = Application already deployed at '{1}'
Since the above has single quotes, i tried this
cmd.deploy.destExists = Application already deployed at \'{1}\'
Still didn't work, so had to change it to this
cmd.deploy.destExists = Application already deployed at \"{1}\"
