Try the following:
Goto a room type "conference"
Grant Flash Player access to Cam
Choose "No audio/video"
mark the checkbox "Do remember settings"
click start conference
=> you are in the room now.

Press F5 and reload OpenMeetings
Enter any conference room of type "conference"
=> The device settings won't be shown, you have no cam (as its your default) 
but there will be a Flash Security dialog asking for access to camera.

This makes no sense from my point of view. If a user has configured that popup 
to auto close with "no Audio/Video" there should be no Flash Player access to 
cam required.
