Fix For: 3.0.0 Apache Release
Create new om user with english language and logins to OM. Go to dashboard and
observe widgets title. "Welcome" and "How to conference" titles are displayed.
Go to profile and change language to russian. Open dashboard and observe
titles, titles are not changed to russian.
Go to Profile->Widgets and observe display checkbox for "Welocme" and "How to
conference". Checkboxes are not checked, but wedgets are displayed.
