Fix For: 3.0.7
Start OM under win 7. Go to Admin->Language Editor. Select Russian language and
change any value. Restart OM and go to Language Editor again. Select Russian
language - values is not displayed. If open Application_ru.properties.xml then
1251 code page is set instead of UTF-8.
