Maxim Solodovnik resolved OPENMEETINGS-1303.

Resolution: Fixed
"Report bug URL" is moved to HTML,
now it can be modified by changing this
webapps/openmeetings/WEB-INF/classes/org/apache/openmeetings/web/pages/MainPage.html
file, and restart OM
