As Ubuntu user I can write bash script
(Setting up Windows VM create ant test powershell script will be too much
effort, unfortunately i don't have too much free time right now)
Yes, to work with REST/SOAP API you need user with SOAP privileges
task of creating users based on SQL table sounds strange ...
Maybe you can describe your user case and I can suggest other solution?
