in your steps above I would
- move step #5 to be the step #0 :)
- perform command line install using OM backup to the new blank DB right after
"Copy some files like .jks to from om.bak to new installation" step
- step "Restore database from mysqldump om-date.sql" should NOT be performed
- step "Restore database from om.backup backup-om-xxx.zip" is not required in
case DB was restored by command-line admin

usually people are using some script to start OM automatically with the system
most probably this is {{initd}} or {{systemd}} script
this script defines which user will start OM and what are the options
how are you starting OM? :)
