+Apache releases are now distributed via a content delivery network (CDN). The
expected lag from committing to svn to an artifact appearing on the CDN is
about 15 minutes. So, in practice, once the updated Downloads page appears on
the OpenWhisk website you can announce the release.
When announcing a release, you must use the URL of the OpenWhisk Downloads
page (or some other URL that supports mirroring). Do not include a direct link
to the dist.apache.org svn server.
