ORC-1073: Remove appveyor.yml (#987)
### What changes were proposed in this pull request?
This PR aims to remove `appveyor.yml`.
### Why are the changes needed?
The Windows GHA job looks stable, we can remove this appveyor.
### How was this patch tested?
N/A because this is a removal of a test coverage.
