ORC-1201: Remove `Debian 9` from Docker Tests
### What changes were proposed in this pull request?
This PR aims to remove `Debian 9` from Docker Tests.
### Why are the changes needed?
Debian 9 LTS supports reach EOL on June 30, 2022.

2020-07-06 to 2022-06-30
### How was this patch tested?
