ORC-1538: Unpin and upgrade `maven-dependency-plugin` to 3.6.1
### What changes were proposed in this pull request?
This PR aims to unpin and upgrade `maven-dependency-plugin` to 3.6.1.
### Why are the changes needed?
To keep `maven-dependency-plugin` up-to-date from Apache ORC 2.
### How was this patch tested?
Pass the CIs.
Closes #1676 from dongjoon-hyun/ORC-1538.
