Update Minikube to v1.39.0 and Kubernetes to v1.37.0 in CI (#198)
* Update Minikube to v1.39.0 and Kubernetes to v1.37.0 in CI
Motivation:
The Minikube CI step fails with "Kubernetes version v1.31.1 is not in
Minikube's supported list".
Modification:
Use the latest Minikube release (v1.39.0) with its default and newest
supported Kubernetes version (v1.37.0).
Result:
The Minikube step starts a supported Kubernetes version.
Tests:
- Not run locally - CI only; sample manifests only use stable APIs
(v1, apps/v1, rbac.authorization.k8s.io/v1, networking.k8s.io/v1)

* Start Minikube with the Docker runtime for cluster-kubernetes-java
Motivation:
Minikube v1.39.0 defaults to the containerd runtime, so `minikube
docker-env` returns an ssh:// DOCKER_HOST. The fabric8
docker-maven-plugin used by cluster-kubernetes-java does not support
ssh and fails with "ssh protocol is not supported".
Modification:
Pass --container-runtime=docker to the `minikube start` that runs before
the cluster-kubernetes-java test.
Result:
docker-env exposes the Docker daemon over TCP and the image build works.
Tests:
- Not run locally - CI only; the earlier Minikube steps
(grpc-kubernetes-scala,
cluster-kubernetes-scala) already passed on v1.39.0 / v1.37.0
