Raise handshake timeouts in the TLS certificate check test (#3643)
The test waited only 1 second for a real TCP and TLS handshake to fail,
which timed out on a loaded CI runner. Wait 3 seconds, dilated by the
test time factor, as the other TLS failure tests do.
