Pin Scalafmt CI to Ubuntu 26.04 (#3667)
* Pin Scalafmt CI to Ubuntu 22.04
Motivation:
Scalafmt jobs using `ubuntu-latest` have been waiting for a runner while
the existing `ubuntu-22.04` validation jobs complete normally.
Modification:
Pin the `Code is formatted` job to `ubuntu-22.04`, matching the other PR
validation jobs.
Result:
The formatter uses an explicit runner image. This PR's CI run will show
whether the change reduces the observed queue delay.
Tests:
- Workflow YAML syntax, `scalafmt --list --mode diff-ref=origin/main`, and
`git diff --check` pass.
- `sbt headerCreateAll +headerCheckAll` passes on JDK 17.
- Runner scheduling and full validation are checked by CI.

- Local checks and automated review were skipped for this update as
requested; manual review and CI will validate it.
