    Raise forwarder in-progress directory processing probability default to 20%
    
    The forwarder previously inherited the base 5% default for how often a 
replay
    round also sweeps the in-progress directory. Raise it to a 
forwarder-specific
    20% default so a file left in-progress by a peer's failed claim is retried
    sooner, shortening the tail on reconvergence. The existing config key still
    overrides it.
