Creating a tracker task for discussing the right MSE Behavior we expect when a user tries to force a query optimization that may not be possible. e.g. if a table has 4 partitions but a user forces 8 workers for the leaf stage, then should we throw an error or should we fall back to a sub-optimal plan.
