It is purely for backward compatible handling, and there is no overhead for `ALWAYS` or `NEVER`. I guess we can change the default to `ALWAYS` once the version is upgraded to a safe version, and user can use it if they need to upgrade from an unsafe version -- This is an automated message from the Apache Git Service.
