also, just wondering, can't this be a 1 time activity the user performs when
removing the tier configs? that should work, right? does `SegmentRelocator`
need to be involved?
Reason being - `SegmentRelocator` is useful for moving segments periodically
based on age, but if you remove tier config, you don't really need a periodic
move anymore, right?
