thanks for checking other code paths. I'm guessing the Debug one also wants
actual assignment?
`getInstancePartitions` is too specific to table rebalance logic though,
right? do you see a good reason why this would make a good generic utility?
I was more talking in terms of user API, similar to what we have in the
restlet resource today, to return the expected instance assignment based on
tags etc. (but with updated logic to handle things like tier, completed, etc)?
not needed for this PR though - but might be a good follow-up to have
