   It is correct that if we rely on IS to get the partition hosted we don't 
need to rely on state transitions. However we dont get state transition/helix 
messages for every partition re-assignment. Thats-why reading from IS was added 
as a backup secondary solution. We will remove this backup solution once we get 
helix message/state transition for every partition re-assignment.
   
   > We might still have stale metrics for partitions that are being moved as 
they have presence in IS. Is that correct ?
   
   If partitions are moved, IS will not reflect segment against the server 
right? We shouldn't have stale metrics.
