Add GitHub Actions workflow to auto-close stale issues (#17934)
* Add GitHub Actions workflow to auto-close stale issues after 180 days
Issues with no activity for 150 days are marked stale with a warning
comment.
After 30 more days of inactivity (180 total), they are automatically closed.
PRs are excluded. Issues labeled pinned, security, or critical are exempt.
