I drafted a short design doc on the off-heap ownership contract: covers the
retain/release rules, the broadcast pattern, why we're not implementing
AutoCloseable, and a few open questions (leak detection, empty blocks,
exception-path cleanup):

On Integration branch on apache/pinot — I don't have push rights to the
repo. Could you help create an integration branch off master having on a branch
here is better for visibility than on my fork. Something like
arrow-integration? Once it exists I'll retarget this PR to it and stack future
PRs against the same branch, keeping #18207 on master as the end-state draft.
