Updated the PEP body to match the implementation in #18185.
The final contract replaces the earlier draft terminology and removes the
proposed storage-tier breakdown. It now documents the exact persisted metadata
keys, typed encoding/codec breakdown, selected-replica semantics, default-off
request behavior, versioned internal `POST /tables/{table}/compression-stats`
transport, batching/concurrency/payload bounds, rolling-upgrade fallback, and
current controller gauges.
