The codec API, workspace, and plan-cache changes are now isolated in #19397, with 307 codec/parser tests passing in a separate prerequisite-only checkout. Handler methods are required `encode`/`decode` methods, without default or allocating compatibility adapters. This PR is restacked directly on #19397 and now contains one V7-only integration commit. Validation passed 326 focused tests plus all 53 shared-cluster tests, including both query engines, with no new mocks. All mandatory hygiene checks pass.
