@Jackie-Jiang Rebased onto current master. Conflicts were only doOffload vs
#19444 (kept your semaphore-after-upsert-offload order). Temp path is now
{segment}.tmp.{instanceId} as in the Sep 1 note. Still temp-then-rename, not
final-key upload. isTmpFile still accepts leftover UUID temps. Same-server
timed-out writer vs retry remains last-writer-wins on that key. Happy to switch
to final-key upload if you want that race closed.
