Review Comment:
Noticed SIGSEGV in multiple runs when running
`RocksDBPartialUpsertTableRebalanceIntegrationTest`, felt like this is the only
pplace we are accessing the prev segment location without checking. Locally I
don't see any issues. So pushed it to check against CI.
