Build on #19396 with shared collation proof, guarded leaf ORDER BY streaming and per-row monotonicity checks; this replaces the separate receiver in #19121. Try `SET useMultistageEngine=true; SET streamingSortedMailboxReceive=true; SELECT key FROM myTable_OFFLINE ORDER BY key LIMIT 10;`. The option defaults false; hybrid/logical or unconfirmed streams keep receiver sorting. Focused planner/runtime tests and scoped style/license checks pass. Parent: #19396; leaf and join follow here.
