`ClusterInfoAccessor.getVipUrlForLeadController()` logs at INFO every time
the current controller is the lead for the table:

Minion task generators call this at least once per generated task, to set
the upload URI and the controller URI (added in #17125). So any generator that
plans a lot of tasks floods the controller log with this line. On a production
cluster, a segment-refresh generator planning tasks for ~175k segments of one
table wrote ~490k copies of it in about three minutes, on every run. That
volume was enough to OOM the node's log shipper.
This moves the line to DEBUG. When another controller is the lead, the
method already returns without logging, and both fallback paths keep their
WARN, so only the normal case gets quieter. No behaviour change otherwise.
