Hold the unavailable-cluster test broker port through the ZooKeeper wait, releasing it immediately before HTTP binding. ### Reproduction a competing-listener probe reproduces the old port takeover; the original CI socket owner is unknown, and a connected outgoing-socket probe did not reproduce it on macOS.
