Source release archives omit Maven wrapper/extension configuration and fail during build-number generation without Git. Include required `.mvn` files while excluding local Develocity data, and use `UNKNOWN` when SCM revision information is unavailable. Forward-port of #19913. Validation: four scoped precommit goals passed at the root and distribution module.
