BlocksTest has no test methods, assertions, superclass, callers, or registration. Its lifecycle methods only build an unused segment and discard an Avro column-name array; cleanup also targets the IntArraysTest temp directory. Remove the inert scaffold while retaining the real creator, dictionary, metadata, and format-conversion tests. Validation was run on the combined test-audit checkout at base `9de9e0115545`; this PR contains only the independent item above, with identical changed files and unchanged production dependencies. - IntArraysTest (1), DictionariesTest (13), SegmentV1V2ToV3FormatConverterTest (2), and SegmentMetadataImplTest (6): 22 cases passed. - Affected-module `spotless:apply`, `license:format`, `checkstyle:check`, and `license:check` passed. - Production/test compilation passed with `maven.compiler.showDeprecation=true` and `maven.compiler.showWarnings=true`; no compiler warnings on added lines. -- This is an automated message from the Apache Git Service.
