Config caching and listener delivery currently live inside Helix/ZK callback classes. Extract `BaseTableCache` and `ClusterConfigCache` so coordination adapters can reuse the existing provider contracts and cache behavior. `ZkTableCache` and `DefaultClusterConfigChangeHandler` remain the production Helix adapters, preserving constructors, watch-before-read ordering, listener synchronization, case handling and config removal/default restoration. Helix/ZK remains the default. This is a standalone extraction with no dependency on the Ratis pilot and no starter, dependency or backend-selection changes. Validation: - 39 focused tests passed: provider/cache tests, the live Helix/ZK controller `TableCacheTest`, server `ReingestionConsumptionTimeoutTest`, and broker `testPartitionPruningThresholdUpdates`. - Spotless, Checkstyle, license checks and `git diff --check` passed for the affected scope. - Compiled with JDK 25; the shared cache classes retain Java 11 bytecode.
