Add an isolated, experimental Ratis coordination module with durable conditional metadata transactions, retained outcomes, snapshots, bounded authenticated metadata distribution, membership leases, and fenced controller ownership/operations. Committed read barriers prevent stale leader reads. Explicit clock qualification and persisted policy-change grace protect previously issued serving permits across failover and recovery. Helix/ZooKeeper remains the default. No normal starter launches a voter or a native query listener. This is an internal foundation, not a complete Helix/ZK replacement; production clock binding, peer TLS, normal-role integration and migration remain follow-up work. The experimental membership format rejects unsafe older initialized histories rather than inferring timing guarantees. Stack 1/3: metadata and membership foundation → native offline runtime → serving-permit integration. This stack is independent of #19926: none of its nine files or extracted cache classes is included. The unused shared-cache adapter/feed pair is deferred. Validation: 64 focused tests passed, including real three-voter stale-read/quorum-loss tests, TLS authorization/pagination, policy timing and snapshot recovery. Scoped Spotless, Checkstyle, license checks and `git diff --check` passed.
