Add the native offline participant runtime on top of #19950: immutable content/replica metadata, fenced reload and reconciliation work, durable physical-installation receipts and outbox recovery, and query identities checked against pinned installations. Existing table and server lifecycles receive narrow metadata/ownership seams; their Helix behavior remains the default. Native construction does not allocate query listeners and rejects query-server startup. Normal starters are unchanged. The shared wire client retains Java 11 compatibility and workers have no Ratis server dependency. The native config provider implements the existing SPI directly, preserving per-listener failure recovery without importing the shared cache extraction in #19926. Stack 2/3, based on #19950. The next PR integrates serving permits and immutable deadlines. This layer is not a complete Helix/ZK replacement or a normal-runtime Ratis quickstart. Validation: 159 focused tests passed across common, core, server and Ratis, including 50 table-manager tests, existing Helix lifecycle coverage, native listener gates, config callback recovery, durable installation/restart and real TLS/Ratis scenarios. Scoped Spotless, Checkstyle, license checks and `git diff --check` passed.
